Project Description

The project is Site Adapt and Construction of a partially constructed, which consists of the construction for completion of the Afghanistan National Army Regional Military Training Center (RMTC) adjacent to the Corps Support Battalion (CSB) at Camp Hero, Kandahar Province, Afghanistan. The RMTC is an ANA Military Training Establishment which will house approximately 3,000 personnel consisting of trainees and staff.
The project, Regional Military Training Center (RMTC), adjacent to the Corps Support Battalion (CSB) at Camp Hero has been completed 100% with PPQ rating of Very Good. the facilities, infrastructure, and equipment acquired, constructed, installed, repaired, maintained, or operated under this contract are:
(1) Fire protection;
(2) Structural integrity;
(3) Electrical systems;
(4) Plumbing;
(5) Water treatment;
(6) Waste disposal; and
(7) Telecommunications networks.
The project was including of the following Facilities items:
1: (1) 1232SM RMTC Headquarters Building, (3) Admin Instructors Office Buildings 294SM each, (2) Admin Training Company Building 294SM each, (1) 325SM Medical Clinic Building, (1) 98SM PX / Finance Office Building, (3) BOQ Officer Barracks 722SM each, (1) 490SM Senior BOQ Barracks , (1) 490SM Support Staff Barracks, (6) Enlisted Barracks 1422 SM each, (1) DFAC with Storage Yard and Dry Storage Building 2737SM, (1) 217 SM Latrine Building – Medium, (2) Latrine Buildings 105 SM each, (9) Laundry Buildings 49SM each, (1) 392 SM 200 Student Classroom Building, (3) 200 Student Classroom Building 398 SM each, (2) 300 Student Classroom Building 514 SM each , (2) 300 Student Classroom Buildings 390 SM each,98SM Weapons Storage Building (ASP), 98SM Small Arms Storage Building , 882SM RMTC Storage Building, 894SM Bridmal / BWT Storage Building, Vehicle Maintenance Building (VMB), 37SM POL Storage Building, Fuel Operators Building, (1) Wash Rack, fuel storage and vehicle refuel point, Well House and Pump House System, flag pole , weapon storage, parade ground, three (3) Volleyball Courts.
Demolition:
OHG has demolished the nine (9) existing Guard Towers, which are currently in various stages of Completion. Most of them were 100% complete. They have been constructed adjacent to or offset from the Perimeter Security Wall rather than straddling the wall. The nine (9) Guard Towers were constructed to provide complete and useful facilities.
GRADING:
OHG has provided all necessary sites grading to insure that no areas are flooded due to a Rainfall of a 10-year frequency. Drainage of the area is made compatible with the existing terrain.
ROADS:
OHG has constructed all road network layout to provide access to Headquarters Building, Admin Instructors Office Buildings, Admin Training Company Building, Medical Clinic Building, PX / Finance Office Building, BOQ Officer Barracks, Senior BOQ Barracks, Support Staff Barracks, Enlisted Barracks, DFAC with Storage Yard and Dry Storage Building, Latrine Buildings, Laundry Buildings, Student Classroom Building , Weapons Storage Building Small Arms Storage Building, Bridmal / BWT Storage Building, Vehicle Maintenance Building, POL Storage Building, Fuel Operators Building, Wash Rack, fuel storage and vehicle refuel point, Well House and Pump House System, flag poles, weapon storage area , parade ground, Volleyball Courts per the 100% design drawing given by client.
WATER SYSTEM:
The Water Distribution System included , water mains and services, valves, vaults, thrust blocks, bolted hot dipped galvanized steel water storage tank(s), hydro pneumatic tank(s), booster pump(s), pump house, gauges, meters, panels, chlorination system, grounds, panels, switches, controls, wiring and all associated electrical work. Size all water system components for a population of 3100 people (3000 from RMTC and up to 100 for KAF Phase V Training Facility at the International Airport). OHG modified the total hydro pneumatic tank capacity from 16,369L to 5,000L. The OHG also tied-in the water line from the adjacent project KAF Phase V project.
SANITARY SEWER SYSTEM:
Waste water treatment system includes all associated buildings (chemical storage, laboratory and any others implied or specifically shown on drawings), earthwork and grading, pond liners, concrete, cables, blowers, valves, piping, conduit, cabling, panels, grounds, controls and all associated electrical work.
UNDERGROUND ELECTRICAL DISTRIBUTION SYSTEM:
OHG also updated the 100% Design Drawings reflect the following changes:
Transformer #5 and all conduit and electrical lines. OHG verified the existing underground conductors. Also OHG installed conductors, sized as shown on 100% Design Drawings and Specifications.
OHG was responsible to ensure that existing feeder conductors/breakers match 100% design load calculations and Temporary power feeders/breakers.
SITE COMMUNICATIONS INFRASTRUCTURE:
Site Communications Infrastructure includes, communications conduits, space requirements, and feeds in designated facilities. It includes Conduits/cables/manholes/hand holes for telecommunication pathways from the telecommunication entrance facility to telecommunications room(s) and telecommunications equipment rooms.
OHG Responsibility:
•Evaluation of the drawings, specifications and addendum in accordance with codes, criteria, and Requirements.
•Confirmation of suitability for re-use of building material and any remaining items that is on-site.
•Taking ownership and properly disposing of equipment, material, and structures that are required to be removed during the construction of facilities, utility systems, and site work due to unapproved deviations from the 100% Design Drawings and Specifications.
•Resolving issues stated in the RMTC Completion Status Report as well as new and existing issues Encountered on-site.
•Completion of construction in accordance with the prepared design and requirement providing full warranty for all portions of the work, whether installed previously or newly installed.
